Allows Congress to put money for programs under this chapter into the appropriation Act for the year before the fiscal year when the money can be spent. That way people get notice about the funding ahead of time. When switching to this advance funding method, the rule above still applies even if it first causes two separate appropriations to be passed in the same year — one for the current fiscal year and one for the next.
