Provides $10,000,000 to the Secretary of Health and Human Services for fiscal year 2021, available through September 30, 2025, to set up a National Technical Assistance Center on Grandfamilies and Kinship Families. The Secretary must act through the Administrator of the Administration for Community Living and may run the Center directly or by grants or contracts to give training, technical help, and resources to government programs, nonprofits, community groups, and Tribal organizations that serve grandparents and other relatives raising children. The Center will focus mainly on families where the main caregiver is age 55 or older, or the child has one or more disabilities. The Center must hire experts to find and develop proven or promising practices in areas like health (including mental health and substance use treatment), education, nutrition, housing, financial and legal needs, disability self‑determination, and caregiver support; help put those practices into use; share learning across states, territories, and Tribes; help plan responses to emergencies and disasters; and promote equity and culturally and language‑appropriate approaches.
