The Assistant Secretary must require home‑care providers to protect the rights of older people who get in‑home services. Older people must be told ahead of time, in writing and in person, about the services they will get, any changes that could affect them, and their rights and duties. They can help plan or change services unless a judge has found them legally incompetent. They can complain without punishment, have their records kept private, and have their property treated with respect.
