The Secretary can give grants or contracts to nonprofit groups to improve transportation for older people. The money must be used for a pilot project or to give technical help to local transit providers, area agencies on aging, senior centers, and local senior support groups so they can better coordinate federal, state, and local transportation services. Grantees can also create new transportation projects for older people. Allowed activities include trying new ways to improve access (like volunteer driver programs or swapping cars for rides), making and sharing information and tools (hotlines, websites, apps), building models and best practices, improving trip information and booking, finding ways to share resources and cut costs, offering individual trip planning, and linking people to services not covered elsewhere. Economically sustainable transportation: demand-responsive service that may use volunteers and must be able to run without public funding after no more than 5 years.
