The Assistant Secretary must give grants and sign contracts to build and run a national support system that helps State and area agencies on aging provide legal help for older people. The system must offer things like case consultations, training, legal advice and representation, and help with designing and running local legal services. The Assistant Secretary must also fund demonstration projects to expand or improve legal help for older people with social or economic needs; grants or contracts for those projects must include assurances that the requirements of section 3027(a)(11) are met. Grants and contracts under the first part must go to nonprofit groups with nationwide experience helping States, area agencies on aging, legal providers, ombudsmen, elder abuse prevention programs, and other organizations concerned with older persons’ legal rights.
