Authorizes specific funding for five years: $428,000,000 for fiscal year 2020; $453,680,000 for fiscal year 2021; $480,900,800 for fiscal year 2022; $509,754,848 for fiscal year 2023; and $540,340,139 for fiscal year 2024. Each year’s money can be used by the federal government from April 1 after the fiscal year begins until June 30 of the next year, and grant recipients may spend their funds during the program year from July 1 to June 30. The Secretary can extend those time periods for a recipient. After a program year ends, unspent funds may be taken back and reused within the next two program years for incentive grants to State or national grantees, technical assistance, or other grants or contracts under this subchapter.
