The Secretary may allow grant money to be used for a project that changes its purpose or scope after the grant was awarded, if the grant was made under this subchapter or under the chapter as it stood the day before the Economic Development Administration Reform Act of 1998 took effect. Approval depends on available appropriations (except for grants with funds obligated in fiscal year 1995) and only if the revised project still follows the program rules, matches the economic development plan filed with the application, and the changes are needed to boost economic development in the project area.
