The Secretary can give a planning performance award to a grant recipient for a project in an economic development district if the grant was made on or after October 27, 2004. Before the project closes, the Secretary must find that the recipient joined the district’s economic activities, followed the district’s comprehensive plan, worked with federal, state, and local partners, and finished the project under that plan. An award may be up to 5 percent of the grant and must be used to raise the Federal share of the project. Award funds may pay up to 100 percent of project costs, and the Secretary must use money from economic development assistance program funds to make these awards.
