Title 42 › Chapter CHAPTER 41— - DEMONSTRATION CITIES AND METROPOLITAN DEVELOPMENT PROGRAM › Subchapter SUBCHAPTER II— - PLANNED AREAWIDE DEVELOPMENT › § 3331
Provide more coordination and extra grants to help States and local governments make and carry out broad regional plans for physical development. The aim is to help them meet their people’s economic and social needs. Congress found that the country depends on well-run State and local governments. Local governments often struggle because services are complicated, many agencies overlap, and cooperation is weak. Federal regional planning has helped, but more coordination and local participation are still needed.
