Creates the "Nonrecurring Expenses Fund" in the Treasury. Unspent, expired discretionary General Fund amounts given to HHS (by this or any other law) may be moved into the Fund no later than the end of the fifth fiscal year after their last year of availability. Money stays available until spent. With OMB approval the Fund may buy capital needs like facilities and IT, but Appropriations Committees must be notified at least 15 days before use.
