Creates a special fund in the U.S. Treasury for the Department of Housing and Urban Development to pay for shared services across HUD. It covers centralized services like printing, records management, office renovations, furniture, and supplies when the Secretary decides those should be handled centrally. The Secretary must move from the budget lines "Executive Offices", "Administrative Support Offices", "Program Office Salaries and Expenses", and "Government National Mortgage Association" the money needed to pay for those services. The Secretary may also transfer up to $10,000,000 more in total from those lines. Offices must use only money from this fund for those centralized services. The rules for this fund replace the rules in section 3535(f).
