Creates a Treasury account called the Department of Housing and Urban Development Nonrecurring Expenses Fund. Unused money from expired HUD budget items that came from the Treasury General Fund can be moved into the Fund, but only by the end of the fifth fiscal year after the last year those funds were available. Money in the Fund stays available until spent and, with Office of Management and Budget approval, may be used for HUD capital needs like buildings and information technology. The Fund’s money can be used only after the House and Senate Appropriations Committees are told at least 15 days before the planned use.
