Require HUD, the Department of Agriculture, and the VA to use the same mortgage and housing forms by October 1, 1980. Congress said repeating many different forms wastes time and money, hurts housing programs, and raises costs for single‑family and multi‑family homeowners and buyers. The agencies must use uniform forms for mortgages and notes, a single application for mortgage approval and insurance commitment, one form to compute monthly net income, one property appraisal form, one settlement statement that meets the Real Estate Settlement Procedures Act of 1974, and other combined or simplified forms that cut out duplicate questions. They must also get rid of forms that ask for information already available from other sources. Agencies may add short riders or addenda to fit their programs but should keep those to a minimum. The Director of the Office of Management and Budget will coordinate the work and report to Congress under Public Law 93–556, including an estimate of paperwork hours saved.
