The agency that runs the National Flood Insurance Program must set up a flood mapping program only after the Technical Mapping Advisory Council reviews it. The program must produce reliable flood-hazard data for every place where flood maps are made or updated, and the agency must tell Congress in writing when the program is in place and send Congress the council’s review report.
