The Administrator can study whether state and local rules in flood-prone areas are strong enough to manage land, control floods, and prevent flood damage. They should work with other federal, state, and local agencies and may make contracts or agreements for help. The studies must look at laws and rules about building near streams and floodways, floodplain zoning, building codes and permits, and limits on subdivisions and other construction. After those studies, the Administrator must make clear guidance to encourage states and local governments to adopt better measures that limit risky building, steer new construction away from flood hazards, reduce flood damage, and improve long-term land use in flood-prone areas. The Administrator must also give property owners advice on alternative ways to lower flood risk for homes that cannot be raised, including types of building materials and floodproofing, and explain how using those methods may affect flood insurance rates under the National Flood Insurance Program.
