Create a federal agency to keep working on problems that cross federal, state, and local governments as the nation grows and life gets more complex. The Commission must do seven main things: bring federal, state, and local officials together to deal with shared problems; provide a place to coordinate federal grants and programs that need intergovernmental work; closely review how federal grant programs are run; give technical help to the executive and legislative branches when they check new laws for effects on the federal system; promote early study of new public problems needing cooperation; recommend how to divide functions, duties, and revenues among government levels under the Constitution; and suggest ways to coordinate and simplify tax laws and rules to reduce competition and cut taxpayer burden.
