A Council on Environmental Quality is created inside the Executive Office of the President. It has three members appointed by the President with the Senate’s approval, they serve at the President’s pleasure, and the President chooses one to be Chair. Each member must be highly qualified by training and experience to study and explain environmental trends, judge federal programs against the national environmental policy in subchapter I, and develop and recommend national policies to improve environmental quality while considering scientific, economic, social, esthetic, and cultural needs.
