The EPA Administrator must keep doing full-scale tests of energy-related pollution-control technologies when needed to meet the Clean Air Act, the Federal Water Pollution Control Act, and other pollution laws. Projects the law lets EPA run for energy-related environmental protection cannot be moved to the Department of Energy or cut by budget or administrative actions, and nothing can be done to weaken EPA’s ability to start them.
