Summary

The EPA can give grants or make cooperative agreements to private nonprofit groups chosen under Title V of the Older Americans Act of 1965. These grants are to use older Americans’ skills to provide technical help to federal, state, and local environmental agencies on pollution prevention, reduction, and control. Money can come from EPA programs, Title V, or subtitle D of title I of the Workforce Innovation and Opportunity Act. Before any award, the agency must certify the work will not replace current workers, hire while similar workers are on layoff in the area, or interfere with existing service contracts. Awards only happen if Congress provides the money.
