Creates an Office of the Municipal Ombudsman inside the Administrator’s office. A Municipal Ombudsman is the person who leads that office. The Ombudsman must give technical help to cities and towns trying to follow the Federal Water Pollution Control Act and must tell the Administrator information needed so EPA offices, including regional offices, carry out agency policies the same way. The Ombudsman must work with EPA headquarters and regional offices to make sure a municipality gets information on federal money it can use, the flexibilities in the Act, and the chance to make an integrated plan under section 402(s). The Ombudsman must post on the EPA website general info about the help, funding, flexibilities, and integrated-plan resources, plus any permit, order, or court consent decree that puts an integrated plan into effect.
