The Executive Director must send Congress an annual report by April 15 each year for 10 years starting on November 15, 2021, that explains the program’s progress. Each councilmember, with help from their agency CERPO, can add comments about how their agency is doing. The Executive Director must also send quarterly reports that check whether agencies follow the coordinated project plans and permitting timetables. By April 15 each year, every participating and lead agency must send Congress and the Director of the Office of Management and Budget a report on how well they used the best practices in section 4370m–1(c)(2)(B). Within 3 years after December 4, 2015, the Comptroller General must report to Congress on agencies’ progress with those best practices and their compliance with the performance schedules in section 4370m–1(c)(1)(C).
