Title 42 › Chapter CHAPTER 56— - ENVIRONMENTAL QUALITY IMPROVEMENT › § 4371
Creates a national policy to improve environmental quality. Congress found that people have changed the environment, that many changes affect how people and nature relate, and that population growth and city crowding increase pollution and harm. It says existing laws already deal with pollution, water and land use, transportation, and development. Federal departments and agencies that do public works affecting the environment must follow those policies. It also authorizes an Office of Environmental Quality to provide staff for the Council on Environmental Quality created by Public Law 91–190.
