If an organization gets federal help under this law through a grant or contract that was not competitively bid, it must keep the records the Secretary requires. Those records must show how much money they received and how they spent it, the total cost of the project, how much other sources contributed, and any other papers needed to let auditors check the work. The Secretary and the Comptroller General of the United States, or their authorized representatives, may look at and audit any books, documents, or records that relate to those non‑competitive grants or contracts.
