The Office can give grants to other organizations to pay for training state or local government employees. The grants can cover up to 75 percent of the training costs (or up to 50 percent for fiscal years that start after three years from the effective date of the grant provisions of this chapter). The Office may only fund a program if it finds that state or local governments asked for it, decides the needed training is not available from the federal, state, or local governments or their associations (or those groups won’t provide it), and approves the program under the Office’s rules. Other organization means: a national, regional, statewide, areawide, or metropolitan group that represents state or local governments; an association of state or local public officials; or a nonprofit whose main job is to provide advisory, research, development, educational, or similar services to governments.
