The Office must run the programs in this chapter unless another rule says otherwise. It must help State and local governments carry out the chapter’s goals. The Office can make rules and standards, approve changes to contracts made under the chapter (within any chapter limits), add needed terms to contracts, and use the services or facilities of Federal, State, local, public, or nonprofit agencies under agreements, with or without reimbursement. The Office can collect and share information about State and local training and personnel programs, do research and evaluations, and must include a report on how it administered the chapter in its annual report. It must work to avoid duplicate training programs and keep related Federal training activities consistent, especially with title I of the Higher Education Act of 1965. The chapter’s powers add to other legal authorities and do not limit them unless the chapter says otherwise.
