The Secretary of Housing and Urban Development, working with the Secretary of Health and Human Services, must run a demonstration and research program to find how big the lead-paint poisoning problem is in the United States, especially in cities, and to test the best ways to remove lead hazards from inside, porches, and outside parts of homes where children could be exposed. The Chairman of the Consumer Product Safety Commission must study dried layers of paint with common lead compounds to determine a safe level of lead in household paint, and must send Congress a full report with findings, recommendations, and any suggested law changes by December 31, 1974.
