The Administrator must work with other federal agencies to make and publish rules about noise and how it affects people. Within nine months of October 27, 1972, the Administrator must publish criteria that use the best science to show the kinds and amounts of noise that can hurt public health or welfare. Within twelve months of that date, the Administrator must publish the noise levels needed in different places and conditions to protect health with an adequate margin of safety. The Administrator must also publish reports that name products (or groups of products) that are major sources of noise and give ways to control that noise, including available technology, costs, and alternatives. The first report must be published within eighteen months of October 27, 1972. The Administrator must review and update the criteria and reports as needed. Reports that identify major noise sources must be published in the Federal Register, and announcements and copies of any criteria or control information must be made available to the public.
