The Director must work with the Departments of Labor and Health and Human Services and other federal agencies to coordinate senior service projects with state and local programs and to publicize available help. The Director must, as much as possible, make agreements with HHS to place retired and senior volunteers (including foster grandparents and senior companions) in Head Start and in services under the Older Americans Act, and to help qualified volunteers gain recognition for in‑home care payments under title XVIII (Medicare); with Education to support tutoring and mentoring for at‑risk children; and with the EPA to back conservation work. The Director must also encourage private groups to promote the programs in parts A, B, and C and recruit older volunteers. The Director must run special outreach to recruit people of all ages and backgrounds, highlight volunteering’s health benefits, give grantees all informational materials, and spend at least $375,000 each year from funds under section 5082 for this outreach.
