When the President declares a major disaster or emergency, he must immediately appoint a Federal coordinating officer. That officer must assess urgent needs, open field offices the President allows, and coordinate relief with state and local governments and groups including the American National Red Cross, the Salvation Army, the Mennonite Disaster Service, and other cooperating organizations (without changing the Red Cross’s duties under chapter 3001 of title 36). The officer may also take other President-authorized actions to help people get their aid. The President will ask the Governor to name a State coordinating officer when federal help is needed; if multiple States are affected, he may appoint one Federal coordinating officer and deputies.
