Requires the President to create rules that set how much the federal government will pay for management costs tied to disaster, emergency, or preparedness projects. management cost — indirect costs, direct administrative costs, and other admin expenses connected to a specific project. FEMA must add set percentage rates on top of eligible project costs: for grants under section 5170c up to 15% of the grant (grantee may use up to 10%, subgrantee up to 5%); for grants under sections 5170b, 5172, 5173, and 5192 up to 12% of the award (grantee up to 7%, subgrantee up to 5%). The President must review these rates within 3 years after they are set and periodically after that.
