During a major disaster, the President can order any federal agency to use its people, equipment, supplies, buildings, and know-how to help state and local response and recovery, with or without being paid back. The President can also organize help from federal agencies, private groups, and local governments. Federal help can include evacuations, technical advice on essential services, warnings, public health and safety information, medical and safety measures, fixing immediate threats, damage assessments, and recovery planning. The government can help get out medicine, food, and other emergency supplies and assist with building code and floodplain enforcement. The President may send fast federal help without waiting for a formal request, but must quickly tell and coordinate with state officials as much as possible and must not let that coordination delay getting critical aid to victims.
