The President can let a federal agency fix, rebuild, or replace a U.S. building or facility damaged in a major disaster when the work is too urgent to wait for new laws, money, or congressional approval. If there is not enough money, the agency may begin the work and move funds it already has for other purposes, as allowed by law. Agencies must check the natural hazards that affect their facilities and take steps to reduce risk, using safe land-use and building practices that follow standards set by the President.
