Summary

The federal government must pay at least 75% of eligible costs for help under this law. Normally, aid for one emergency is limited to $5,000,000. The President can go over $5,000,000 only if all three are true: continued immediate help is needed; there is an immediate risk to lives, property, public health, or safety; and no timely help is otherwise available. If the limit is exceeded, the President must report to Congress and may propose new laws.
