Construction workers hired by contractors or subcontractors on projects paid for with help under this chapter must be paid at least the local prevailing wage. The Secretary of Labor decides those wage rates under sections 3141–3144, 3146, and 3147 of title 40. The rule for residential rehab applies only when the building has 8 or more units. The Secretary also has the enforcement powers listed in Reorganization Plan No. 14 of 1950 and section 3145 of title 40. People are not covered if they met all three tests: they volunteered for the work, they got no pay (or only expenses, reasonable benefits, or a nominal fee) for those services, and they were not otherwise employed on the construction work.
