The Secretary may use up to 20% of a local government's annual grants under this law, without the local government asking, to pay the principal and accrued interest on temporary loans for urban renewal projects under the Housing Act of 1949 in that area. The Secretary can do this if, after talking with the local agency and the chief local official, the project cannot be finished without more capital, or if the local agency asks and the local government agrees. If paying off the loans will leave extra grant money, the Secretary may approve a financial settlement and let the local government use the leftover funds under this law.
