The federal government can give money to States that have named a state agency under section 5422 to help them figure out needs and make plans about manufactured-home building and safety. The governor must pick which agency gets the grant. That agency must apply to the Secretary, who will approve or deny the application. The federal share of a grant cannot be more than 90 percent of the State’s cost for finding needs and making the plan. If some States get different federal shares, those differences must be based on objective criteria.
