Defines key words used in this subchapter. Solar heating means using sunlight to provide part of a building’s heat, including hot water, under performance rules set by the HUD Secretary with help from the NIST Director and after consulting the Energy Secretary and the NASA Administrator. Solar heating and cooling (or combined) means using sunlight to provide parts of both heating (including hot water) and cooling under the same rule-making process, and it can include cooling by night-sky radiation, evaporation, or other ways to meet peak cooling needs at non‑peak times. Residential dwellings includes used and new single‑family and multi‑family homes, mobile homes, and certain publicly assisted housing not covered by section 5515 of this title. “Administrator” means the NASA Administrator. “Secretary” means the Secretary of Housing and Urban Development.
