Increase the allowed loan amount or the per-unit cost or floor-area limit when a house or apartment has solar heating or combined solar heating-and-cooling equipment installed under the federal solar demonstration program (see sections 5503, 5504, 5507). The increase equals the extra cost or floor area needed for the solar equipment compared with using conventional heating or heating-and-cooling, as figured by the Secretary or the Secretary of Defense when relevant. For federally assisted mortgage loans, that extra cost must be counted when checking any maximum loan-to-value or loan-to-cost rules. If the program uses different downpayment rates for higher value ranges, use the lowest rate for the added solar cost; otherwise the solar equipment is left out of the total value or cost. Mortgage loan = a loan to buy or build a home or other building. Federally assisted mortgage loan = loans made, insured, backed, eligible for purchase by federal mortgage agencies, or from lenders who make over $1,000,000 in residential loans a year. Federally constructed housing = housing built by federal agencies for certain groups, or by state/local agencies with federal financial help for certain groups.
