Heads of each federal department or agency must send the Secretary of Health and Human Services a report by December 31 each year starting in 1979. The report must explain what the department did in the past fiscal year to follow the related program rules and must include numbers of participants or beneficiaries broken down by age so performance can be checked. By March 31 each year starting in 1980, the Secretary must gather those reports and send them to Congress with an evaluation of how each department or agency performed.
