Defines key words used in this part. Adult means a person who is not a minor child. Minor child means someone who has not reached 18 years of age, or who has not reached 19 years of age and is a full‑time secondary school student or in equivalent vocational/technical training. Fiscal year means any 12‑month period that ends on September 30. "Indian," "Indian tribe," and "tribal organization" have the meanings in 25 U.S.C. 5304, except in Alaska where "Indian tribe" means only the Metlakatla Indian Community of the Annette Islands Reserve and the 12 named Alaska Native regional nonprofit corporations. State means the 50 States, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, Guam, and American Samoa.
