The Secretary of the Interior must work with the Secretaries of Agriculture and Energy to make an inventory of all onshore federal lands. The inventory must show the U.S. Geological Survey estimates of oil and gas under those lands, list limits or delays that stop development (like lease delays, post‑lease permit or approval delays, and transport permits), and say how much resource is not produced because of those limits. The USGS estimates and the surface-availability information must be kept up to date and made public. The inventory had to be sent to the House Resources Committee and the Senate Energy and Natural Resources Committee within 2 years after November 9, 2000. The Secretary of Energy must use the inventory to make regular economic estimates of recoverable resources using costs, prices, technology, and rules.
