The Secretary must send a yearly report to the President and to Congress about what was done to run and manage the Strategic Petroleum Reserve. The report must say how much oil the Reserve can hold and what kinds of petroleum are in it; give a timetable and cost estimate for planned equipment upgrades or investments; point out any parts of the Reserve that have life‑limiting problems and say how and when those problems will be fixed and what they will cost; describe current withdrawal and distribution capabilities and any limits on them; list petroleum bought last year and planned for next year with quantity, price, and type; summarize actions to develop, operate, and maintain the Reserve; summarize the Reserve’s finances and transactions for the year and list expenses and the number of Federal and contractor employees; report the status of related contracts; summarize foreign oil storage agreements and how they are being carried out; and offer any recommended changes in law, policy, or operations the Secretary thinks needed.
