At a State chief executive officer's request, the Secretary must give information, technical help, and money to set up summer fill and fuel-budget programs. The help is to teach people to fill propane, kerosene, and heating oil tanks in the summer and to promote payment plans: budget contracts (spread heating costs evenly), fixed-price contracts (one set price), price cap contracts (market price up to a stated maximum), and similar arrangements. The Secretary should favor States that add public funds or use private funds. Congress authorized $25,000,000 for fiscal year 2001 and such sums as are necessary for later years.
