The Secretary must run a national study, either directly or by using grants, contracts, or agreements with other agencies. The study must use random samples of children who are at risk of abuse or neglect or whom States have determined were abused or neglected. It must follow cases over time and produce data that are reliable at the State level for as many States as possible. The Secretary should consider using confirmed cases and should track each child for several years to collect information on the kind of abuse, contact with agencies, whether the child was removed from the family and why, the types and number of out-of-home placements, and how long each placement lasts. The Secretary must prepare periodic reports on the study and make them available to the public in print or as electronic data files. A fee may be charged for providing the reports. For each fiscal year 1996 through 2002, $6,000,000 from the Treasury was appropriated to carry out the study.
