The Secretary must write rules, after working with an OMB interagency group and listening to States, that pick the data exchange standards to be used under this part and part E. The rules must cover the kinds of information State agencies running approved State-plan programs are required by federal law to send electronically to other State agencies, and the federal reporting and data exchanges that federal law requires. As much as possible, the standards must use open, searchable, computer-readable formats (for example, XML); follow common, government-used exchange models (for example, NIEM); use standards from federal groups that handle contracting and financial help; follow accounting rules; be cost-effective and improve program efficiency; and be able to be updated over time. Existing standards that are already effective and efficient do not have to be changed.
