The Secretary must ask each State energy agency to send a proposed State plan within 90 days after the new guidelines take effect, unless the Secretary allows more time for good cause. The plan must include results of initial energy audits and estimates of likely energy savings for local government and public care buildings; recommended types of technical help and the estimated costs to run those programs; a way to find people qualified to provide help; rules for coordinating these programs with other state energy efforts; a method for dividing funds among eligible applicants based on need and suggested priorities (considering cost, energy use, and savings); steps to make sure grants follow the approved plan and program rules; and rules to make sure federal money adds to, not replaces, state or local funds. The Secretary must approve or disapprove each plan within 60 days of receiving it. If a plan sent within the 90-day window is not disapproved in 60 days, it is treated as approved. A State may submit a new or changed plan later with the Secretary’s permission.
