Federal agencies must cut how much petroleum they use and must use more alternative fuels each year so they meet set targets. The Secretary must write rules no later than 18 months after December 19, 2007, so that starting in fiscal year 2010 agencies begin reductions. By October 1, 2015, and every year after, each agency must have cut petroleum use by at least 20% and raised alternative fuel use by at least 10%, using fiscal year 2005 as the baseline. The rules must include interim numeric milestones and require agencies to report progress each year. Each agency must make a written plan with dates to meet the targets. The plan must list the specific actions and show how much petroleum each action will save or how much alternative fuel use it will add each year. Steps may include using alternative fuels; buying higher‑mileage vehicles (for example, hybrids, electric, or plug‑in vehicles); replacing light trucks with cars; carrying more passengers; driving fewer miles; shrinking fleet size; or other measures.
