Title 42 › Chapter CHAPTER 78— - NATIONAL PETROLEUM RESERVE IN ALASKA › § 6505
The President must order federal agencies, working with Alaska representatives, to study the best ways to develop, produce, move, and distribute the reserve’s petroleum. The study must look at different ways to do this and at the economic and environmental effects of each way. The President must send progress reports to the Senate and House Interior and Insular Affairs Committees every six months starting no later than six months after April 5, 1976. He must report findings no later than one year after the reserve’s jurisdiction is transferred and every year after that. The full study, with recommended procedures and any needed legislation, must be done and sent to those committees by January 1, 1980. The Secretary of the Interior must create a task force to study the value and best uses of the reserve lands. The study must consider local native people, scenic and recreational and wildlife values, mineral potential, and other uses. The task force must include Alaska and Arctic Slope native representatives and Interior offices such as the BLM, Fish and Wildlife Service, USGS, and Bureau of Mines. The Secretary must report the results, including any differing views from non-Federal members, to the same committees within three years after April 5, 1976, and give recommendations on value, use, and designations.
