The United States must follow a national science and technology policy. It requires regular planning and review to set the right goals, levels, and directions for research and technology. Science and technology should help the economy grow while saving resources and protecting the environment. They should meet domestic needs and support foreign policy. The government must train and use enough scientists, engineers, and technologists. The nation must keep a strong base for science and technology by working with state and local governments, industry, and universities; by sharing information; by setting standards and measurements; and by helping the public understand science. The federal government is responsible for spotting changes and updating the policy when needed. To carry this out, the federal government must keep central planning groups in the executive branch and an independent advisory body for expert advice. It must help move scientific findings into practical use, support work the private sector will not, and decide what activities are federal-only and what should be shared with states or businesses. The government should use engineering expertise, keep Congress informed about needs and funding, and manage labs and equipment well. Federal buying should favor efficient, environmentally sound technology. Funding decisions should use clear criteria, balance basic and applied research, and protect incentives to innovate while keeping benefits available. Agencies must share scientific data, encourage teamwork across fields, and recognize people who make big scientific contributions. The government should fund applied research in proportion to its likely usefulness and try to prevent foreseeable harm.
