The Director must work closely with several White House councils and federal agencies, such as the Domestic Council, National Security Council, Office of Homeland Security, Council on Environmental Quality, Council of Economic Advisers, Office of Management and Budget, the National Science Board, and other departments. The Director must use outside experts, set up advisory panels, and consult state and local governments and many groups (industry, universities, agriculture, labor, consumers, conservation, and other public-interest organizations). He may hold hearings around the country to hear views on national science and technology needs and trends. With consent, he may use people, equipment, facilities, and information from public or private groups to avoid duplicating work, and he may transfer funds to other federal agencies to pay them back for such help. Executive Branch departments and agencies, including independent ones, may give the Director any information he says he needs. If asked, the NASA Administrator may assist the Director with activities under paragraph (5) of section 6614(a).
